Scope of application
This reference is applicable to the main operation links of foreign trade import goods from the time they enter the port to the time they actually enter the circulation field. The article lists the relevant measures taken at some ports, as well as the time and charges for reference. The content of new coronavirus quarantine has been considered in the relevant operation process, and no time and cost calculation has been carried out for the links requiring animal and plant quarantine and other customs operations. The relevant time use and charges reflect the current practice of some ports, which does not represent the optimal level. All ports should improve their operational efficiency. The relevant charges should be subject to the relevant charging rules of the relevant departments of the State Council.
General principles
We will effectively coordinate epidemic prevention and control and economic and social development. In accordance with the requirements of "epidemic prevention, economic stability, and safe development", and the work deployment of the State Council's joint prevention and control mechanism in response to the new coronavirus pneumonia epidemic, and the requirements of the latest version of the new coronavirus pneumonia prevention and control plan (currently the ninth version), we will do a good job of epidemic prevention and control scientifically and accurately, and avoid simplification, one size fits all, and layer by layer. Main Operation Procedures of Railway Port
(1) Train entry.
Foreign drivers and passengers drive freight trains into China's border. (After receiving the information forecast from the railway department, border inspectors at Manzhouli, Suifenhe and other railway ports collected the information of foreign drivers and passengers by means of remote photography and checked it out. The foreign drivers and passengers did not get off the train during the whole journey.)
Operation time: when the inbound train slows down, it will be killed by the automatic spraying equipment.
Charging: No disinfection fee has been charged by the main railway port stations.
(2) Bill handover. The port station will enter the bill information into the railway digital port system, make electronic declaration of the original manifest to the customs and share the information with the port agent or consignee designated by the waybill.
Operation time: from the time when both sides' railways have handled the bill handover to the time when they have sent the information to the customs and enterprises, the operation time at Alashankou, Horgos, Manzhouli and Erenhot railway ports is 0.5-2 hours.
Charging: None of the major railway port stations has charged relevant fees from enterprises.
(3) Manifest confirmation. When the goods arrive at the customs supervision area, the customs will confirm the manifest.
Operation time: the manifest information network of each main railway port is automatically confirmed without waiting.
Charging: The customs does not charge relevant fees from enterprises.
(4) Enterprise customs declaration. After receiving the arrival notice, the enterprise shall declare the imported goods through the international trade "single window", "Internet+Customs" or the customs on-site window.
Operation time: the customs declaration system or the on-site window shall be audited and processed immediately.
Charges: The customs does not charge customs clearance fees from enterprises.
(5) Cargo handling. For container goods and different packaged or bulk goods loaded by different vehicles, such as box cars, gondola cars and tank cars, different operation methods such as gantry cranes, front 8 cranes, truck cranes, loaders, forklifts and rickshaws are adopted.
Operation time: according to different types of goods and the degree of containerization, each railway port adopts the whole train multi batch parallel operation mode to reduce the unloading and reloading time.
Charging: All major railway port stations charge corresponding fees from enterprises in strict accordance with relevant charging standards of China Railway Group.
(6) Customs cargo inspection. After receiving the inspection notice, the goods import enterprise and the business unit of the customs inspection site (office) shall promptly transport the goods to be inspected to the site (office) that meets the customs operation conditions, and the customs inspection personnel shall inspect the goods according to the inspection operation instructions.
Operation time: for enterprises that have made preparations for inspection and can start inspection and determine inspection results on the spot, Suifenhe Railway Port will complete the inspection in about one hour. (The laboratory shall issue the nucleic acid test results within 4-6 hours after receiving the samples.) Charges: If necessary, samples shall be submitted for inspection. No fees will be charged for customs sampling and sample testing. All major railway ports have not collected relevant fees from enterprises.
(7) Customs clearance. Goods that do not need to be inspected and are found to be normal shall be released after taxation; Goods with abnormal inspection shall be released after handling relevant formalities after passing the abnormal disposal, and those without effective disposal methods shall be returned or destroyed.
Operation time: goods that have completed customs formalities can be transferred from the port supervision area.
Charging: The customs does not charge relevant fees from enterprises.
(8) The enterprise picks up the goods. The freight forwarder or the freight forwarder shall take delivery of goods such as the customs release note.
Operation time: After the customs releases the goods, the enterprise can arrange to pick up the goods on the same day. Charging: Each major railway port station will charge the enterprise corresponding fees according to the actual situation and the relevant charging standards of China Railway Group.
Main Operation Procedures of Maritime Port
(1) Freight forwarding enterprises change orders.
The freight forwarder or cargo owner shall handle the bill of lading at the shipping agency and pay the relevant fees.
Operation time: relevant enterprises can complete the order replacement on the same day (working day).
Charges: freight forwarders or cargo owners shall pay relevant fees to shipping agents at market prices.
(2) Customs declaration.
Freight forwarders or cargo owners can declare imported goods through the "single window" of international trade, "Internet+Customs" or the on-site customs window.
Operation time: the customs system conducts real-time audit. After receiving the materials at the site window, they will be reviewed and processed, and the system will feed back the receipt.
Charges: The customs does not charge customs clearance fees from enterprises. If a freight forwarder is entrusted to make customs declaration, the owner shall pay relevant fees to the freight forwarder at the market price.
(3) Ship boarding inspection.
After the ship enters the country, the port customs department shall carry out boarding quarantine for the ship that is hit by risk control or required by relevant regulations, and carry out subsequent operations after issuing the entry quarantine certificate; Other international navigation ships without boarding quarantine shall be subject to telecommunications quarantine, and subsequent operations shall be carried out after the entry quarantine certificate is issued. (Shanghai, Guangzhou and other maritime ports will conduct NCV nucleic acid testing for the crew members of international voyages that meet certain conditions. The boarding operators should protect three persons, not enter the crew's living area and the ship's confined space, and close the management before the crew member's nucleic acid testing results are issued, not leaving the port area.)
Operation time: It takes an average of 3-4 hours from the ship berthing to boarding at Guangzhou Maritime Port. (The time of nucleic acid sampling for international ship crew at Ningbo Maritime Port is about 0.5 hours, and the time of sending nucleic acid to testing institutions outside the port is about 0.5 hours. The laboratory will issue nucleic acid testing results within 4-6 hours after signing for the samples.) It takes an average of 0.67 days for a ship to arrive at the anchorage at the port and be ready for loading and unloading.
Charges: Tianjin, Shanghai, Ningbo, Guangzhou and Shenzhen Shekou seaports did not charge relevant fees from enterprises.
(4) Unloading.
The dock operators unload the goods from the ship and transport them to the designated area at the port.
Operation time: in 2021, the average berthing time of main container ports will be 1.07 days.
Charging: The port operator shall collect the lump sum fee for port operations at the market price in accordance with the relevant provisions of the Measures for Port Charges and Billing.
(5) Customs cargo inspection.
If the goods are selected by risk control, the customs inspectors shall inspect the goods according to the inspection operation instructions. [ Tianjin Customs, Ningbo Customs and others, in accordance with the control instructions at the port, carried out sampling monitoring of new coronavirus on imported goods and guided relevant import enterprises and the business units of customs inspection sites (offices) to implement preventive disinfection on imported non cold chain goods judged as high-risk.]
Operation time: If the enterprise has made preparations for the inspection and is able to start the inspection and determine the inspection results on the spot, the inspection at Shenzhen Shekou Maritime Port and Ningbo Maritime Port will be completed within 0.5-2 hours. (Nucleic acid sampling is usually completed within 0.5-2 hours at Ningbo Maritime Port. Nucleic acid sampling is usually completed within 0.5-3 hours at Guangzhou Maritime Port. The laboratory will issue nucleic acid test results within 4-6 hours after signing for the samples.)
Charges: The customs does not charge the enterprise for goods inspection. If necessary, samples shall be submitted for inspection, and the customs shall not charge for sampling and sample testing.
(6) Customs clearance.

(7) The owner picks up the goods.
After the goods are released, the freight forwarding enterprise or the owner of the goods shall handle the picking up.
Operation time: After Ningbo Maritime Port Customs releases, the enterprise can make an appointment to pick up the goods. More than 90% of pickup vehicles can complete the operation from arrival to departure within 1 hour, with an average of 0.5 hour for each pickup. On the day when the Tianjin Maritime Port Customs notifies the goods to be released, the enterprise can apply for and complete the delivery. The freight forwarder or cargo owner shall pick up the goods within 3 days.
Charges: The cargo owner shall pay relevant fees according to the list of port charges. If a freight forwarder is entrusted to pick up the goods, the owner of the goods shall pay the freight forwarder the relevant fees at the market price.
